(a) Resources To the maximum extent possible, the Secretary shall ensure that the Alaska District of the Corps of Engineers has adequate staffing and resources to carry out the essential missions and functions, including regulatory activities, of that district. (b) Considerations In carrying out subsection (a), the Secretary shall consider the geographic boundaries of the Alaska District and any other characteristics or circumstances that may necessitate additional staffing and resources.
