Section 7 of the Endangered Species Act of 1973 (16 U.S.C. 1536) is amended by adding at the end the following: (q) Projects in the operational right-of-Way Notwithstanding subsections (g) and (h), any project that is categorically excluded from the requirements of the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) pursuant to section 1316 of the Moving Ahead for Progress in the 21st Century Act (23 U.S.C. 109 note; Public Law 112–141) shall be exempt from paragraphs (2), (3), and (4) of subsection (a)..
