(a) In general In exercising the authority to enter into partnerships to support the research, development, test, and evaluation activities of the Department of Defense, the Secretary of Defense shall prioritize partnerships with institutions of higher education conducting research on hypersonics, biotechnology, and artificial intelligence. (b) Report Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report that identifies any ongoing partnerships with institutions of higher education as described in subsection (a).
