Not later than September 30, 2026, the Secretary of Defense shall submit to the President and the Senate a recommendation regarding the restoration of the retired rank of General John D. Lavelle to general. Such recommendation shall be— (1) based on— (A) recently declassified records; and (B) the most recent recommendation and directive of the Secretary of the Air Force that adopted and approved the findings, conclusions, and recommendations of the Air Force Board for Correction of Military Records; and (2) supported by the entirety of the record in the matter of General Lavelle.
