(a) In general Section 598 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110–181; 10 U.S.C. 113 note) is amended— (1) in subsection (a), by striking may conduct and inserting shall conduct; (2) in subsection (c), by striking may and inserting shall; (3) in subsection (e)(1), by striking If the Secretary establishes and inserting For purposes of carrying out; and (4) in subsection (g)(1)— (A) by striking if established by the Secretary of Defense under subsection (a),; and (B) by inserting of Defense after Secretary. (b) Effective date The amendments made by subsection (a) shall take effect on November 11, 2025.
