Not later than June 30, 2026, the Secretary of Defense shall submit to the congressional defense committees a report— (1) addressing stockpiling constraints, bottlenecks, and other limitations relating to the production of clothing and textiles for procurement by the Department of Defense; and (2) containing an assessment of the creation of an Emergency Textiles Stockpile Fund to support the expansion of production of clothing and textiles to meet the requirements for contingency operations.
