Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report outlining the cost, schedule, and implementation plan to establish a system of classified and unclassified communication enclaves between the Department of Defense and Congress, as annotated in the Commission on Planning, Programming, Budgeting, and Execution Reform’s 2024 final report, that— (1) enables more robust communication between the Department of Defense and Congress; (2) includes a common set of reports and budget materials that can be readily searched, sorted, and retrieved for analysis across all security classification levels; and (3) enables efficient and effective communications between the Department of Defense and Congress, increasing trust, transparency, and relevancy.
