(a) Project authorization The Secretary of the Army may carry out a military construction project to construct a rotary-wing landing pad and taxiway at Army Reserve Center, Conroe, Texas, in an amount not to exceed $12,000,000. (b) Use of unobligated prior-year funds To carry out the project described in subsection (a), the Secretary of the Army may use unobligated funds— (1) that have been appropriated for a fiscal year that precedes fiscal year 2026; and (2) that remain available under the heading Military Construction, Army Reserve.
