Notwithstanding section 3323 of title 10, United States Code, the Secretary of Defense may authorize the use of contracts using cost-plus incentive-fee contracting for military construction projects associated with the Shipyard Infrastructure Optimization Program of the Department of Defense at each of the following locations: (1) Norfolk Naval Shipyard, Virginia. (2) Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Hawaii. (3) Portsmouth Naval Shipyard, Maine. (4) Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Washington.
