The Secretary of Defense shall submit to Congress a report containing an evaluation of— (1) the threat of fiber optic-controlled unmanned aircraft systems to U.S. military installations, operations, and personnel; and (2) the use of such systems by foreign adversaries for surveillance and targeting.
