Plan to modernize nuclear security enterprise

(a) In general Not later than 90 days after the date of the enactment of this section, the Administrator for Nuclear Security shall develop a plan— (1) to accelerate and modernize material staging capabilities to replace aged, over-subscribed facilities within the nuclear security enterprise, which shall include a description of all phases and an estimate of the costs required to carry out such plan; and (2) to accelerate near-term critical decisions milestones in fiscal year 2026. (b) Execution The Administrator for Nuclear Security shall carry out the plan required by subsection (a) concurrently with an infrastructure modernization program for high explosives capabilities, including continued construction of the High Explosives Synthesis Formulation and Production facility (21-D-510). (c) Briefing required Not later than 180 days after the date of the enactment of this section, the Administrator for Nuclear Security shall provide to the appropriate congressional committees a briefing with respect to the plan for material staging capabilities required by subsection (a). (d) Appropriate congressional committees defined In this subsection, the term appropriate congressional committees means— (1) the Committees on Armed Services of the House of Representatives and the Senate; and (2) the Committees on Appropriations of the House of Representatives and the Senate.
