Of the unobligated balances from amounts made available under the heading Veterans Health Administration from prior appropriations Acts, including any funds transferred from the Medical Care Collections Fund to accounts under such heading, $15,889,000,000 is hereby permanently rescinded: Provided, That no amounts may be rescinded from amounts that were provided under the heading Medical and Prosthetic Research or amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985: Provided further; That the Secretary of Veterans Affairs shall submit to the Committees on Appropriations of the House of Representatives and the Senate a plan for rescinding amounts pursuant to this section not later than 30 days after the date of the enactment of this Act.
