The total amount appropriated or otherwise made available by this Act is hereby reduced by $3,750,000,000 to reflect savings resulting from Department of Defense cooperation with the Department of Government Efficiency: Provided, That such reduction may not be derived from amounts appropriated by this Act for the National Intelligence Program or the Military Intelligence Program.
