(a) None of the funds provided or otherwise made available by this Act may be made available to carry out section 872 of the Homeland Security Act of 2002 (6 U.S.C. 452) unless explicitly authorized by the Congress after the date of enactment of this Act. (b) Subsection (a) shall not apply to the use of the authorities provided by such section 872— (1) to allocate or reallocate the functions of the Assistant Secretary for the Countering Weapons of Mass Destruction Office to other offices and organizational units within the Department consistent with the Countering Weapons of Mass Destruction table in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act); or (2) to allocate or reallocate any other functions of the Countering Weapons of Mass Destruction Office to other offices and organizational units within the Department consistent with the Countering Weapons of Mass Destruction table in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act). (c) Notwithstanding subsection (a), the Secretary may transfer funds made available in prior appropriations Acts to the Countering Weapons of Mass Destruction Office between any appropriations available to the Department as necessary to carry out the purposes described in subsection (b).
