For an additional amount for Office of National Drug Control Policy, Salaries and Expenses, $7,071,000, which shall be for initiatives in the amounts and for the projects specified in the table that appears under the heading Administrative Provisions—Executive Office of the President and Funds Appropriated to the President in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act): Provided, That none of the funds made available by this section may be transferred for any other purpose.
