The Secretary shall conduct an assessment of the lower Columbia River Basin to identify opportunities to carry out cost-effective projects and measures to support salmon and steelhead restoration by— (1) restoring, improving, and reconnecting aquatic and riparian habitat; and (2) providing cold water refugia for native anadromous fish species.
