Section 873(a) of the National Defense Authorization Act for Fiscal Year 2024 (Public Law 118–31; 137 Stat. 350; 10 U.S.C. 301 note) is amended— (1) by striking may and inserting shall; and (2) by inserting who are qualified before to advise.
