(a) Personnel limitation Section 1559 of title 10, United States Code, is amended— (1) in subsection (a), by striking December 31, 2025 and inserting December 31, 2031; (2) by amending subsection (b) to read as follows: (b) Baseline number The baseline number for a service review agency under this section is the number of military and civilian personnel assigned to that agency as of January 1, 2026.; and (3) in subsection (c)(2), by inserting and the Secretary of the Navy Council of Review Boards (formerly known as the Navy Council of Personnel Boards) after Board of Correction for Naval Records.
