Section 801(d) of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110–181; 10 U.S.C. 3201 note prec.) is amended by adding at the end the following new paragraph: (3) In the case of the procurement of property or services on behalf of the Department of Defense by the Department of Veterans Affairs for planning, design, and construction projects, a certificate of compliance shall not be required..
