Section 3671(b)(1) of title 10, United States Code, is amended by amending subparagraph (D) to read as follows: (D) the Secretary has certified to such committees that— (i) entering into the proposed contract provides an accelerated delivery schedule or is the most cost-efficient means of obtaining the vessel, aircraft, or combat vehicle; and (ii) the Secretary has determined that the lease complies with all applicable laws, Office of Management and Budget circulars, and Department of Defense regulations..
