Section 2808a of title 10, United States Code, is amended— (1) in subsection (a)— (A) by striking Subject to the requirements of section 2853 of this title, the and inserting The; and (B) by inserting before the period at the end the following:, as otherwise authorized by law for such projects, notwithstanding chapters 221 and 223 and section 2851(a) of this title; (2) by striking subsection (b); and (3) by redesignating subsections (c) through (e) as subsections (b) through (d), respectively.
